If you received the above error on Windows XP after installation of R12 do the following.
Go to windows services Control Panel> Administrative Tools > Services > Double click on the Oracle Process Manager > Log ON tab Check Allow Service to Interact with Desktop Check box.
Shut down and restart. The problem should not occur anymore.
